ABOUT THE JOB: 
Under the direction of the Director of Financial Operations and Information Services, the Director of Cash Management is responsible for the financial well-being of the Boston Housing Authority. The Director of Cash Management has oversite for the Accounts Payable and Receivable Departments, other departmental areas as it relates to cash, bond, and loan balances. This position is the primary liaison between the BHA Finance Department and several internal/external partners and funding sources, including banks, developers, bond mortgage financers, actuaries, governmental entities, and other partners as situations arise.

Duties & Responsibilities:

  • Manages the cash activities of the BHA, including the direct supervision of accounts payable and accounts receivable staff.

  • Directs and coordinates with accounting staff to ensure that all cash transactions are processed and recorded timely, accurately and in accordance with BHA policy, with a particular focus on maintaining optimal internal controls.

  • Oversees the development and implementation of policies, procedures and checklists for the handling of all routine cash-based transactions and funding of such transactions, including, but not limited to, check requisitions, contract payments, check payments, receipts, mgmt. fees, incoming/outgoing wire and ACH transfers, and FSS payments.

  • Actively, reviews the BHA’s accounts to confirm balances and review transactions, monitoring for suspicious activities.

  • Ensures that all received funds and processed payments are successfully transacted with appropriate funding sources; transfers funds between accounts as required and records the appropriate transaction in BHA’s financial system.

  • Acts as the primary financial liaison to BHA’s banking partner, including daily interactions associated with transaction/balances issues as well as handling the renewal and contract processing.

  • Maintains an awareness of future liabilities potentially impacting BHA’s cash position, including but not limited to BHA's current/former employee benefits, self-insurance reserve, GASB requirements, etc. and books the appropriate financial transactions to record such liabilities.

  • Oversees the maintenance of loan and ground lease payment schedules, process receipts/disbursements for both and responds to requests for information about remaining principle/interest balances.

  • Acts as the primary Financial liaison to BHA's redevelopment partners.

  • Acts as the primary liaison to all BHA lenders, including Mass Housing and Finance, and ensures that all mortgage payments are processed timely and in accordance with loan documents.

  • Oversees the maintenance of all bond schedules and ensure compliance with all spending, payment and reporting requirements. Acts as the primary financial contact for all bond deals, including interfacing with bond counsel, bond consultants, and internal BHA staff.

  • Acts as the primary liaison to Standard & Poor’s to maintain the BHA’s bond rating.

  • Acts as the primary liaison with the IRS, Social Security and State Department of Revenue regarding tax and compliance issues.

  • Actively monitors BHA credit accounts, including bank, store and gas card purchases, for any fraudulent activity. Interfaces with Procurement to ensure that purchases are in compliance with BHA policy.

  • Assesses spending limits and provides new cards as requested.

  • As needed, interfaces with FEMA/MEMA and coordinates documentation for reimbursement.

  • In conjunction with payroll staff, reviews and processes benefits, tax and other deduction payments.

  • Perform Other duties as assigned.

Minimum Qualifications & Experience:

A Bachelor's Degree with a major in accounting or business and a minimum of five years; experience working as an accountant in an organization with at least three years of that time in a supervisory capacity required. Proficiency in accounting as indicated by a thorough knowledge of the theories, principles and practice of accountancy is required. The candidate must have demonstrated writing skills and an ability to verbally communicate financial and accounting concepts and data. The candidate must possess aptitude for analytical, accounting practices. Familiarity with data processing accounting and an ability to use an accounting computer system and spreadsheet software is essential.
