ABOUT THE JOB:
Under the direct supervision of the Chief of Police & Public Safety the Captain oversees departmental programs and procedures, accreditation, compliance, training, and daily operations. In the absence of the Chief, the Captain shall serve in the capacity of head of the agency. The Captain supervises as necessary the police supervisors, Crime Prevention efforts and initiatives, Police Investigators, Safety Division, Radio room operators/ dispatchers and Youth Alternative Programs. Works with the supervisors in the ongoing evaluation of departmental activities. Periodically evaluates all programs within the Department of Police & Public Safety and advises the Chief accordingly, particularly of any areas in which they believe the Department is not maintaining an acceptable level of performance or expenditure. The Captain shall bring any areas or shortcomings within the Department, to include training and staffing needs to the Chief's attention.
Duties & Responsibilities:

Manages the day-to-day operations of the Department of Police & Public Safety. Provides regular status reports on all departmental operations.

Focused efforts in Neighborhood Engagement and Community Policing. Attends and supports Community Engagement Meetings when appropriate.

Assists the Chief and Deputy Chief in preparing new policies, long-range objectives and appropriate program activities. Collaborates with the departments accreditation manager (if different from them) and compliance manager to meet Massachusetts Police Accreditation Commission (MPAC) and / or Commission on Accreditation for Law Enforcement Agency (CALEA) objectives. Responsible for Peace Officer Standards and Training (POST) certification and compliance for all sworn officers.

Collaborate with Accreditation Manager to create strategies and coordinate efforts to achieve compliance and adherence with accreditation standards, including but not limited to required training and disciplinary standards.

Meets with command staff to discuss accreditation process and progress, and the agency specific needs.

Oversees and coordinates internal affairs investigations/ professional standards per POST guidelines and procedures.

Monitors departments overtime, scheduled shifts, deployment, cruisers, and training.

Serves as a member of the Authority's collective bargaining teams for all units within the Public Safety Department. Attends bargaining sessions as needed.

Reviews current departmental policies and advises the Chief and appropriate supervisors of shortcomings, revisions, possible modifications, and other corrective measures.

Monitors the progress of each division's performance in meeting the Department's overall goals and objectives.

Performs other related duties as required.
Minimum Qualifications & Experience:
A Bachelor's Degree is preferred. Particularly a degree with a concentration in public policy, planning, emergency management, business or criminal justice. A minimum of 5 years experience working in a police department where community policing was central to the operational philosophy. The ideal candidate will have an appreciation for 21st century policing, inclusion, fundamental fairness, bias-free policing, equity and community policing. Core principles include but are not limited to partnerships, prevention and problem solving. Strong interpersonal skills are required, and the ability to work in situations of verbal conflict or dispute are a must. Strong writing skills are essential. Knowledge of the BHA and public housing is highly desirable. Must have the ability to seek and critically analyze data. Must not have a criminal record. Demonstrated supervisory experience is essential. Professional experience should include budget analysis and monitoring of financial systems. Exceptional accomplishment or demonstrated proficiency may be acceptable in lieu of a portion of formal education requirements. The preferred candidate must have completed a MPTC certified full police academy or an academy equivalent to one. Must be eligible for and able to attain the Commonwealth of Massachusetts Police Officers Standards and Training (POST) certification and appointment as a City of Boston Special Police Officer. Cannot have been separated from service greater than five years. Must possess or be able to obtain a Class A license to carry a firearm.
