ABOUT THE JOB: 
The Assistant Director of Rental Assistance Programs reports directly to the Director of Rental Assistance Programs. Under the supervision of the Director, this position is responsible for the administration, operations, and cost-effective management of the Leased Housing Division's Rental Assistance programs. Specific areas of responsibility include the daily supervision of Renewal Managers and other staff on Rental Assistance team.

Duties & Responsibilities:

  • Direct supervision of managers and caseworkers to ensure BHA is meeting goals related to program compliance and customer service.

  • On a daily basis, works under the supervision of the Director of Rental Assistance to administer and manage the function and policy compliance requirements of Rental Assistance programs administered by the agency.

  • Manages and trains staff assigned to the above referenced areas, including conducting or facilitating in-house training sessions as necessary to ensure staff are kept informed of pertinent changes in program requirements internal procedures, rules and compliance standards.

  • Monitors staff for overall programmatic and regulatory compliance.

  • Prepares regular written reports to the Director of Rental Assistance Programs on staffing performance including, but not limited to: data reporting requirements, auditing compliance, customer service, and case management.

  • Drafts department correspondence related to policies and procedures as necessary.

  • Monitor staff and supervisor staff performance in alignment with Leased Housings reporting requirements and develop and implement changes to business processes where needed.

  • Ensure a high level of customer service amongst direct reports and maintain a positive public image of the agency.

  • Troubleshoot organizational and operational inefficiencies to streamline and improve internal processes and business practices.

  • Assists the Director in resolving complex operational and human resources issues as they arise.

  • Serves as a liaison to other city and state agencies and other affordable housing industry partners, and represents the Agency by participating in community and industry activities to ensure a high degree of positive visibility.

  • Serve as an escalation point for issues that cannot be resolved by directly supervised staff and work to respond to inquiries from BHA Administration.

  • Perform other duties as assigned.

Minimum Qualifications & Experience:

A Bachelor's degree in business, economics, real estate, public administration or a related field is required. Three to five years of broad based management experience including staff supervision and training in rental assistance programs is required. Demonstrated knowledge of federal low income housing program administration, including specific experience with the Section 8 program, the Code of Federal Regulations and the Code of Massachusetts Regulations is also required. Familiarity with the Massachusetts State Sanitary Code and Massachusetts landlord and tenant law are preferred. The successful candidate for this position shall also possess excellent verbal and written communication skills, in addition to presentation and negotiation skills. The candidate must be able to produce organized and coherent writing and apply complex fact patterns to program rules and BHA Policy. The ability to speak a second language is preferred. Writing sample required.
