RFP # 2324-01 AE Comprehensive Modernization at General Warren Apartments
Addendum No. 1 has been released.
The Boston Housing Authority (“BHA”) is seeking the services of a qualified architectural/engineering consultant firm (“A/E”) headed by an Architect to provide design and construction administration services for the comprehensive modernization of BHA’s General Warren Apartments, located in the Charlestown neighborhood of Boston, Massachusetts. The estimated project construction cost is $40 million. The cost of the A/E services and other development costs will be funded from a mix of public and private sources, including loans secured from private lenders following the conversion of the property from public housing to
project-based voucher subsidy. As part of the conversion and financing, BHA will convey ownership of the property to a single-purpose affiliated entity, at which time BHA will assign the A/E contract to the new entity. The project is subject to approval by the U.S. Department of Housing and Urban Development (“HUD”) and is contingent upon securing private financing for construction. The project is subject to cancellation if BHA cannot secure either HUD approval or private financing.

A Pre-proposal meeting and site visit will be conducted on February 20, 2025 at 11:00 A.M. beginning at 375 Main Street, Charlestown, MA 02129. Questions or requests for modifications regarding this RFP will be accepted in writing ONLY and must be submitted via email to bids@bostonhousing.org seven (7) calendar days before the deadline for receipt of proposals. The BHA reserves the right to reject any proposals and waive any informalities if it be in the public interest to do so.
