ABOUT THE JOB: The Director of Owner Services and Quality Control for Rental Assistance Programs reports directly to Chief Officer of Leased Housing Admissions. This position assumes responsibility for the cost; effective administration, management of the Owner Services Quality Control aspect relating to the administration of Leased Housing Divisions Rental Assistance Programs. Specific areas of responsibility include the daily supervision of all staff assigned to the Assistant Director of Owner Services and Quality Control for Rental Assistance Programs. The Director has compliance oversight of other voucher programs, including but not limited Massachusetts Rental Voucher Program, the Family Self-Sufficiency (FSS) Program, the Family Unification Program (FUP), the Foster Youth to Independence (FYI) Program, the Veterans Affairs Supportive Housing (VASH), and the City Funded Voucher program.

Duties & Responsibilities:

  • Lead and oversee the Owner Services and Quality Control department, ensuring the effective delivery of services to owners participating in Boston Housing Authority (BHA) housing programs.

  • Develop and implement policies and procedures to enhance program compliance and improve service delivery for owners and program participants.

  • Directly supervise the Assistant Director of Owner Services and Quality Control and provide guidance to the team in conducting regular reviews of program files to ensure compliance with agency standards and regulations.

  • Collaborate with other departments and stakeholders to align goals and strategies related to housing assistance programs.

  • Monitor and analyze data related to owner services and program outcomes, making recommendations for improvements based on findings.

  • Prepare and present regular reports to senior management on program performance, compliance metrics, and customer service initiatives.

  • Develop training and professional development programs for staff to ensure they remain informed of changes in regulations, policies, and best practices.

  • Establish and maintain positive relationships with owners, community organizations, and other housing agencies to promote collaboration and enhance program visibility.

  • Identify and address operational inefficiencies within the Owner Services and Quality Control department, implementing solutions that streamline processes and improve service delivery.

  • Oversee the development and maintenance of the Owner Portal, ensuring it meets the needs of owners and aligns with the agency objectives.

  • Ensure a high level of customer service is maintained across all interactions with owners, promoting a positive public image for the agency.

  • Perform other duties as assigned by senior management.

Minimum Qualifications & Experience:

A Bachelor's degree in business, economics, real estate, public administration or a related field is required. Five to seven years of broad based management experience including staff supervision and training in rental assistance programs is required. Demonstrated knowledge of federal and state low income housing program administration, including specific experience with the Section 8 program, the Code of Federal Regulations and the Code of Massachusetts Regulations is also required. Familiarity with the Massachusetts State Sanitary Code and Massachusetts landlord and tenant law are preferred. The successful candidate for this position shall also possess excellent verbal and written communication skills, in addition to presentation and negotiation skills. The candidate must be able to produce organized and coherent writing and apply complex fact patterns to program rules and BHA Policy. The ability to speak a second language is preferred.
