Capital Construction 

The Capital Construction Department (CCD) manages the capital improvements program for Boston Housing Authority's family and elderly/disabled public housing developments, a portfolio of nearly 12,000 state and/or federally funded units. The capital program includes the development and oversight of state-funded (DHCD) and federally-funded (HUD) capital budgets, long-term planning and the selection and management of architects/engineers and contractors. 

Priority goals for the capital program are to ensure the preservation and long-term viability of BHA’s existing housing stock, safety and accessibility for all and energy and operational efficiencies. Projects are usually single system replacement or modernization efforts such as new roofs, improved heating systems and controls, plumbing or electrical system replacements, brick repointing and more.

Due to special funding, the department was recently able to complete a 58-unit LEED Platinum comprehensive modernization of three buildings at the Cathedral development in the South End and a 15-unit LEED Gold comprehensive modernization of one building at Bromley-Heath in Jamaica Plain. Both of these projects utilized unique competitive grant funding from the American Recovery and Reinvestment Act of 2009.

Resident involvement is encouraged in the capital program with needs assessment meetings, designer selection committees, temporary relocation planning (when needed) and ongoing project meetings. The department staff of 18 works closely with residents, other BHA staff and the outside contractors to ensure that schedules and budgets are met and that these major investments support BHA's overall mission to provide stable, quality and affordable housing.
