ABOUT THE JOB: 
The Boston Housing Authority (BHA) is seeking a dynamic and experienced Clean Energy and Solar Program Manager to support the implementation and expansion of solar energy initiatives as part of BHA’s broader sustainability goals. Under the supervision of the Deputy Administrator for Sustainability and Capital Transformation and the Senior Energy Engineer, the Clean Energy and Solar Program Manager will lead efforts to develop, deploy, procure, and finance solar energy projects, with a focus on BHA properties, residents, and other Massachusetts housing authorities through state- and federally-funded solar grant programs.
 
This position plays a key role in advancing the BHA’s efforts to reduce energy costs and reduce emissions through energy efficiency, renewable energy, storage and other technology deployment. The ideal candidate will have a strong background in clean energy technologies, decarbonization strategies, project management, and experience working with government-funded programs, particularly those related to solar energy.

Duties & Responsibilities:

  • Lead and manage the development and deployment of solar energy projects for BHA properties; including all procurement and purchasing solicitations; contractor, vendor and consultant oversite; coordination with utility service providers as well as state and federal agencies.
  • Collaborate with the Senior Energy Engineer to develop and incorporate strategies for scaling up solar energy systems across BHA properties through the solar grant programs available.
  • Collaborate with internal and external stakeholders to coordinate the installation, authorization, operations/maintenance, insurance and reporting of solar systems as well as the deployment of energy storage at BHA.
  • Ensure all solar projects comply with local, state, and federal regulations, including environmental standards, building codes, safety protocols, and decarbonization guidelines.
  • Review projects, applications and proposals for compliance with program requirements.
  • Draft programmatic requirements for grantee and consultant contracts.
  • Review and validate requests for payment by energy contractors.
  • Collect information necessary for solar incentive filings and submit or coordinate with vendors to submit such information.
  • Maintain detailed databases and supporting files on specific programs, including tracking files and key business documents, including project and program metrics, and ensure proper processing and archiving.
  • Manage program application queues, program tracking, budgets, and metrics development and reporting. 
  • Engage and collaborate with policy making entities and advisory groups, including: 
    • State agencies on issues, programs, and policies relating to solar, including partner agencies for potentially co-developed programming.
    • Utility and Mass Save partners on relevant incentive programs, market development, and outreach.
    • Peer housing authorities on solar deployment, policy and financing.

Minimum Qualifications & Experience:

  • Bachelor's degree, preferably in energy or environmental science/studies, economics, architecture/building science, business management, engineering, social/environmental justice, public health, or related field, or equivalent relevant work experience. A relevant master’s degree is considered beneficial, but not required.
  • Minimum of 2 years of experience in clean energy, solar energy, building science, renewable energy sectors, or decarbonization project management, with a focus on program development, procurement, and financing. An advanced degree may substitute for a portion of this experience.
  • Experience with state and federally-funded solar grant programs, incentives, and decarbonization strategies is highly desirable.
  • Experience working in public sector or affordable housing environments is a plus.
Technical Skills:
  • Knowledge of solar energy technologies, system design, installation processes, and/or energy efficiency programs. A strong candidate and apt learner may have background in only some of these areas.
  • Strong understanding of decarbonization strategies, including the integration of renewable energy technologies and energy efficiency measures.
  • Familiarity with relevant regulatory, policy, and programmatic interventions related to solar and decarbonization.
  • Understanding of the construction and trades industry and ability to engage with diverse stakeholders including architects and engineers, solar installers, property owners/managers, construction managers, and consumers.
  • Familiarity with financial modeling, energy modeling tools, and budget management.
  • Proficiency in project management software and Microsoft Office Suite (Excel, Word, PowerPoint).
  • Strong research, analytical and problem-solving skills, and the ability to work independently.
