2301-01 Property Disposition and Development of Permanently Affordable Homeownership Housing

This Request for Proposals (RFP) involves the disposition of one property currently owned by the Boston Housing Authority (BHA) located in Roxbury and representing 10 individual housing units, which are in need of renovation. BHA seeks proposals from housing developers who would acquire the property, renovate the housing units, and make them available for sale to low-income first-time homebuyers as permanently affordable homeownership. The disposition is a qualifications-based developer procurement subject to M.G.L. c.121B s. 26 and MGL c.30b s.16.
 
Proposers responding to this RFP are required to submit (1) original copy of their Proposal consisting of a Proposal and Fee Proposal in separate sealed envelope to: Ben Liang, Director of Procurement Department, Boston Housing Authority, 52 Chauncy Street, Boston, MA 02111, no later than 2:00 PM on Monday August 18, 2025 by mail or hand delivery. Requests for clarifications, interpretations, explanations, corrections, modifications, and/or questions, comments, and all other communications regarding this RFP must be submitted in writing via email to bids@bostonhousing.org no later than 2:00 pm on Friday August 1, 2025 and will be accepted and processed by BHA solely in accordance with the terms of this provision. Any and all responses to Inquiries received by the BHA by or before the RFP Question Submission Deadline will be issued in the form of an addendum to this RFP to all persons and entities on record as having obtained a copy of this RFP from the BHA if the BHA, in its sole discretion, determines that the inquiries and request for modification require a substantive response and prejudicial to fair competition. The BHA reserves the right to reject any proposals and waive any informalities if it be in the public interest to do so. Important: Proposers shall not be in contact with BHA residents. All communications prior to award shall be directed to the BHA. Direct or indirect contact with residents regarding this RFP, other than through the BHA, may disqualify the Proposer.
