General Description: The Systems Analyst I (SAI), under the supervision of a MIS director, will oversee the implementation and on-going usability of BHA’s software systems for assigned Divisions or Departments. The SAI will primarily implement new systems and maintain the departments’ current systems. The SAI will ensure that all of the systems meet the departments’ business, reporting and compliance needs. The SAI will provide technical support and training to departments’ users. The SAI will evaluate the overall performance and software systems security to ensure they are optimized. The SAI will be responsible for the identification of system issues and work with the department’s users to ensure they are resolved. Then required, the SAI will work with the software systems’ vendors on product defects and enhancements raised and required by the users. The SAI will monitor the departments’ policies and procedures and make implementation recommendations. Similarly, The SAI will review vendor product releases to ensure optimal use of fixed, new and enhanced features. The SAI will be responsible for monitoring vendors’ product releases and documentation and assist in software system upgrades that will include further setups, implementation and end-user training.
The Systems Analyst I has the ability to work independently and with other MIS staff as well as be capable of relating to a wide variety of system users with various levels of technology.

Duties & Responsibilities:

  • Advocates for their assigned Division and Department(s) by tracking and prioritizing identified projects and tasks.
  • Implements new software systems to support the departments’ business needs.
  • Maintain existing software systems by performing:
    • System user issue identification and resolution by means of established Help Desk procedures.
    • Technical support of implemented systems
    • Optimize systems performance
    • Ensure systems and user security are optimized
  • Evaluates and recommends new software systems for the departments’ business needs
  • Reviews departments’ policies, procedures and compliance to ensure systems, data tracking and reporting are compliant
  • Develops and performs user training for new and existing software systems
  • Develops training documentation for new and existing software systems
  • Analyze users’ needs and identifies needs for feature enhancements/customizations
  • Works with systems vendors by performing:
    • Evaluates systems upgrades and notifies users of fixed and new features
    • Meets with departments and reviews system upgrades ad their projects
    • Documents and works with the vendor on user fixes and enhancements
    • Backs up daily tasks of the Support Analyst II
  • Performs other duties as assigned

Minimum Qualifications & Experience: A bachelor’s degree in Computer Science or related field is required. Knowledge and experience with SQL-based data management systems and respective application products is required. Ability to use Microsoft operating systems and Microsoft Office products. Knowledge of, and experience with, SQL, SQL Reporting Services (SSRS), Crystal Reports is preferred. Prior experience or knowledge of Public Housing Authority operation is highly desirable.

EXPERIENCE:
At least 3 years’ experience in MIS or related field is required. Experience implementing and supporting enterprise software systems is required, preferably for a large business or public organization. Experience in diagnosis and resolution of system user technical and non-technical issues is required. Ability to work independently and on a team. Candidates are expected to communicate effectively between technical and non-technical individuals. At least 2 years’ experience using Microsoft Office products and be able to utilize them effectively with BHA’s implementation systems.
