General Description:

ABOUT THE JOB:
Under the Supervision of the Director of Asset Management, the Public-Private Portfolio Property Manager will be responsible for the overall management of one or more developments totaling no more than 500 units on a day-to-day basis. The selected individual will report directly to Regional Property Manager for the Public Private Portfolio. The property manager will manage a portfolio of developments that include various financing platforms. These may include any combination of following funding models, project-based Section 8, low-income housing tax credits, RAD and conventional public housing subsidy. The Public-Private Portfolio Property Manager's responsibility includes the direct supervision of administrative and maintenance staff. Must be familiar with housing management, budgeting, housing authority policies including but not limited to Project Based Section 8 regulations and low-income housing tax credits and is responsible for compliance with BHA Regulatory Policies. Must be able to work collaboratively devising and implementing property policies, procedures, and systems and is responsible for compliance with all BHA and Regulatory policies.

Duties & Responsibilities:

  • Responsible for developing Management Plan and monitoring the performance of the portfolio ensuring the individual properties are operated efficiently.
  • Prepares annual operating budgets for each property and prepares accurate and timely reports on all management matters.
  • Monitors and reviews the property-operating budget, and reports to the Director of Asset Management or Regional Property Manager on spending and receivable activities.
  • Reviews expenses against budget to ensure performance within the property financial constraints.
  • Monitors the rental activities at the properties and supervises rent collections, turnover, work orders, etc.
  • Ensures that properties are collecting rent and authorizes corrective and/or legal action as required to ensure collection in accordance with the lease.
  • Monitors and reviews all of the property financial reports provided by financial staff and reviews with Regional Property Manager to identify trends in expenses and revenue that may have an impact on property's cash flow negatively.
  • Assists with reconciling reports to General Ledger and approves invoices and tenant cash receipts.
  • Approves rent renewals prior to mailing to residents ensuring that rent increases are in accordance with rent increase standards.
  • Develops and coordinates capital improvement plans with Public-Private Regional Property Manager.
  • Capital Construction department, Real Estate Development, administrative and maintenance staff.
  • Performs annual preventive maintenance inspections of all apartments and monthly property. inspections with, administrative and Maintenance Staff to ensure that each property is inspected and maintained accordingly.
  • Authorizes inventory and maintenance purchases, and approves Maintenance Service Contracts in accordance with procurement regulations and polices.
  • Supervises all development-based personnel, which includes participation in hiring staff, subject to the collective bargaining agreement, periodic performance evaluations. Reviews all staff related disciplinary issues with the Director of Asset Management or Regional Manager. Conducts staff meetings, and the granting of annual leave, sick time, and the monitoring of absences.
  • Manages all relations with Local Tenant Organizations (LTOs) in accordance with applicable tenant participation policies.
  • Works closely with and provides supervision to the administrative and maintenance to ensure that all duties and responsibilities for each property are being carried out.
  • Performs related duties in maintaining the operations of the property.

Minimum Qualifications & Experience: A Bachelor's Degree in public administration, business, social science or equivalent knowledge or experience. Five years of related work experience. CPHM (Certified Public Housing Manager) or CPM (Certified Property Manager) certification preferred. Experience as a manager or assistant manager of a public or private apartment/condo complex, preferably knowledgeable of project-based assistance and conventional public housing funding. Possess strong organizational and management skills. Demonstrate effective written and oral communication skills. Proficient with Microsoft Word and Excel. Previous property management, and software proficiency, knowledge of Emphasys Elite software preferred. Self-motivated, flexible and detail oriented. Relevant work experience may be substituted for educational requirements.
